Amid new warnings of possible terrorist attacks against the West, America’s law enforcement agencies continue down a willful path of political correctness that permeates so-called Muslim “outreach” programs.

Recent reports have exposed “outreach” to Muslim Brotherhood front organizations including operatives of Hamas, as a sermon from the new Muslim Brotherhood leader calls for violent jihad against the West.

Terrorism expert Patrick Poole reported recently the known Hamas operative Kifah Mustapha—an unindicted co-conspirator in the Texas Holy Land Foundation (HLF) trial whose name appears on America’s highest terror watch list—was given a tour of the top-secret National Counterterrorism Center and other secure government facilities, including the FBI’s training center at Quantico, Va.

The tour is part of a six-week “Citizen’s Academy” Muslim community outreach program hosted by the FBI.

Rep. Mike Rogers (R.-Mich.), a member of the House Permanent Select Committee on Intelligence, spoke recently with HUMAN EVENTS about Mustafa’s participation in the Citizen’s Academy program.

“It certainly takes outreach to a whole new level, doesn’t it?” Rogers said. “I have not talked to them as to why they did it but I can tell you that at the right time we will have those conversations with the bureau.”

Rogers, a former FBI agent, said community outreach is an important part of the job.

“In any law enforcement it is always good to be out in communities because you never know when somebody’s going to come up and tug on your sleeve and say, ‘I met you once, I saw you at an event once and my brother-in-law is doing bad things and I’m sure of it,'” Rogers said. “They need to be out there. You can’t just be in your building. You have to be out in the community. That’s how investigators get people to talk to them. It’s like sales—you can’t make the sale if you never talk to anyone. That part is okay.”

Yet Rogers expressed concern over Mustafa’s participation in the program.

“It’s a matter of where you draw the line, taking somebody that clearly has a suspicious past and activities and put them through a six-week program,” Rogers said.  “If you are an agent in [counter terrorism] working the CT cases in America you’d better be aware of the Muslim Brotherhood and you’d better understand who they are, what they’re about and the problems they’ve had in the past.”

The attempt by some to re-brand Muslim Brotherhood front organizations in America as moderate was dealt another blow by calls to violent jihad from the Brotherhood’s recently-elected “Supreme Guide.”

This new development has generated fresh concern from security analysts who note this shift in Western strategy by the terrorist group.

Historically the Muslim Brotherhood, or “Ikhwan” in Arabic, has operated under a doctrine in the West of non-violent stealth to advance its goal of worldwide submission to Islam.

In a September 30 sermon posted on the group’s website, Muslim Brotherhood Supreme Guide Muhammad Badi called for violent jihad against Islam’s enemies in a rant singling out the United States (translation in full here provided by MEMRI).

Criticizing the Obama Administration attempts to negotiate “peace” between the Palestinian Authority and Israel, Badi said the United States “does not champion moral and human values” and therefore “cannot lead humanity.”

“The U.S. cannot impose an agreement upon the Palestinians, despite all the means and power at its disposal. [Today] it is withdrawing from Iraq, defeated and wounded, and it is also on the verge of withdrawing from Afghanistan,” Badi said.  “Its warplanes, missiles and modern military technology were defeated by the will of the peoples, as long as [these peoples] insisted on resistance.”

Referring to the fall of the Soviet Union, Badi also said the “U.S. is now experiencing the beginning of its end, and is heading towards its demise.”

Mirroring the type of rhetoric used by al Qaeda leaders, Badi chastised Arab and Muslim regimes as “disregarding Allah’s commandment to wage jihad for His sake with [their] money and [their] lives, so that Allah’s word will reign supreme and the infidels’ word will be inferior.”

Badi said that today’s Muslims “crucially need to understand that the improvement and change that the [Muslim] nation seeks can only be attained through jihad and sacrifice and by raising a jihadi generation that pursues death just as the enemies pursue life.”

As Barry Rubin, editor of the MERIA journal, points out in his analysis of the sermon, “Notice that jihad here is not interpreted as so often happens by liars, apologists, and the merely ignorant in the West as spiritual striving. The clear meaning is one of armed struggle.”

The Muslim Brotherhood is active in over 80 countries throughout the world including North America through front groups such as Council on American-Islamic Relations (CAIR), the North American Islamic Trust (NAIT) and the Islamic Society of North America (ISNA), to name but a few—all unindicted co-conspirators in the HLF trial, the largest terrorist financing trial in American history.

A new “Team B II” report from a broad range of experts brought together by the Center for Security Policy notes that the 2008 HLF trial exposed every major Muslim organization in the United States was founded or is controlled by the Muslim Brotherhood or by a derivative organization.

“The Muslim Brotherhood’s (MB) bylaws, MB doctrinal books published in English, and a series of Muslim Brotherhood strategic documents found in an FBI raid in Virginia in 2004 and entered uncontested into evidence in the largest terrorism-financing trial in American history, the 2008 Holy Land Foundation (HLF) trial in Dallas, Texas, make one thing plain: The Ikhwan’s mission in the West is sedition in the furtherance of Shariah’s supremacist agenda, not peaceful assimilation and co-existence with non-Muslim populations.”
